Noise, Vibration and Attachment Selection in Urban Demolition
In built-up areas the job is usually governed not by machine power but by the disturbance it causes. This page sets out what the rules actually say and how attachment choice changes.
First, a common error
A mistake is repeated across the industry: that "the EU noise limit for hydraulic breakers is X dB". That is not correct.
Directive 2000/14/EC on noise emission by equipment for use outdoors separates the covered equipment into two main groups. Equipment listed under Article 12 is subject to permissible sound power limits. Equipment listed under Article 13 is not subject to a permissible sound power limit under this Directive, but remains subject to noise measurement, conformity assessment, documentation and marking requirements.
Hand-held concrete-breakers and picks are listed under Article 12 and are therefore subject to permissible sound power limits. Carrier-mounted hydraulic hammers, commonly referred to as excavator-mounted hydraulic breakers, are listed under Article 13. The Directive does not set a maximum permissible sound power level for this equipment category.
This does not mean noise is unrestricted. The directive governs placing the product on the EU market; how much noise you may make on site is set by national regulations, municipal decisions and working-hour restrictions. The two layers must not be confused.
What Article 13 actually requires
Article 13 does not mean that the manufacturer only has to attach a noise label. Before a hydraulic hammer is placed on the EU market or put into service, the manufacturer must:
determine its measured sound power level using the applicable measurement method; determine a guaranteed sound power level that takes measurement and production uncertainty into account; apply the internal control of production procedure under Annex V; prepare and retain the required technical documentation; draw up the applicable declaration of conformity; affix the CE marking and the indication of the guaranteed sound power level; and maintain conformity of production.
For Article 13 equipment the Directive uses the Annex V internal control of production procedure. A notified body is not required under this particular procedure, which is not the same as having no further obligations.
Regulatory update: the noise measurement methods in Annex III were amended by Commission Delegated Regulation (EU) 2024/1208 and have applied since 22 May 2025. This amendment updated the measurement methods; it did not introduce a permissible sound power limit for hydraulic hammers or move them from Article 13 to Article 12.
Why there are no dB values on this page
The noise and vibration thresholds you must meet on site vary between countries and often between districts; measurement point, duration and the day/night distinction change the outcome entirely. Quoting a number we cannot source would repeat the very error we are correcting. Confirm the thresholds that apply to your project with the local authority; below you will find which equipment option is quieter and lower in vibration.
Sound power, sound pressure and vibration are different
Guaranteed sound power level (LWA)
A product emission value describing the acoustic energy emitted by the equipment under a defined test method. It includes the relevant measurement and production uncertainties and is the value shown on the equipment under the Directive. It is not a site-boundary noise reading.
Sound pressure at a receiver
What is measured or experienced at a particular location, such as the operator position, a neighbouring property, a building façade or the site boundary. It is influenced by distance, operating duration, surrounding buildings, reflections, barriers, ground conditions, background noise and how the equipment is used.
Ground- and structure-borne vibration
Mechanical energy transmitted through the material being worked, the ground and connected structures. It may cause perceptible movement and can excite floors and walls, producing low-frequency noise inside a building. Directive 2000/14/EC concerns airborne noise and does not set site limits for ground-borne vibration. Worker exposure to mechanical vibration is addressed separately under occupational health and safety legislation.
Noise and vibration are not the same thing
Noise travels through the air and is the most visible cause of complaints. Vibration is transmitted through the material being worked and the ground; it can disturb people, affect sensitive equipment and, at sufficiently high levels, contribute to building damage.
This distinction changes attachment choice directly. A breaker delivers energy as impact and part of that impact travels through the ground to the surroundings. A drum cutter applies cutting force through rotating picks, so the vibration transmitted is markedly lower.
A silenced (boxed) breaker reduces noise but does not remove vibration. If the complaint is vibration-driven, switching to a boxed breaker will not give the expected result; the attachment type has to change.
Choosing attachments in built-up areas
Adjacent building, crack risk being discussed
Drum cutter. Because it uses cutting force instead of impact, vibration into the ground is low; profile accuracy is also high.
Complaint is about noise, vibration is not an issue
Silenced (boxed) breaker. The body sits inside a sound-insulated box; slightly heavier and bulkier than the open type.
Reinforced concrete to be removed and steel separated
Pulveriser. Working by crushing, it is both quieter and lower in vibration than a breaker, and separates the rebar cleanly.
Steel structure to be dismantled
Hydraulic shear. Cutting is not percussive; it works under control at height and in confined spaces.
Rubble stays on site, truck traffic to be reduced
Crusher bucket. Reducing haulage cuts not only cost but also truck noise and dust in the neighbourhood.
Measures that work on site
- Identify the applicable working hours, permit conditions, receiver locations and measurement metrics before equipment arrives on site. Do not assume that a product sound power label is the same as a site noise limit.
- Eliminate blank firing. Striking after the material has broken produces unnecessary noise and vibration, and damages the breaker as well.
- Use the right tool type. A blunt or unsuitable tool makes the same job take longer and take more blows.
- Move the strike point. Persisting where there is no progress prolongs the noise without advancing the work.
- Where work will take place close to sensitive structures, consider documenting their existing condition beforehand. A monitoring plan should define measurement positions, parameters, thresholds, responsibilities and the actions to take if an agreed level is approached.

Is there an EU noise limit for hydraulic breakers?
Excavator-mounted hydraulic breakers fall under Article 13 of Directive 2000/14/EC: they are not subject to a sound power limit but to the obligation to mark the guaranteed sound power level. What is subject to a limit are the HAND-HELD concrete-breakers and picks under Article 12. The two are frequently confused.
So can I make as much noise as I like in the city?
No. The directive governs placing the product on the EU market, not the work on site. How much noise may be made on site is set by national regulations, municipal decisions and working-hour restrictions. The two layers are separate and both apply.
Does a silenced breaker also reduce vibration?
Not appreciably. The boxed body lowers airborne noise; vibration travels through the ground and continues because the impact principle has not changed. If the complaint is vibration-driven, changing the attachment type (for example to a drum cutter) is the real solution.
What if a crack is claimed in the adjacent building?
Where possible, document the condition of surrounding structures before starting and have vibration measured. An objective record lets you see a genuine problem early and protects you against an unfounded claim.
Which attachment produces the least vibration?
Generally those that do not work by impact: drum cutter, pulveriser and hydraulic shear. The breaker produces the most. But the choice is not made on vibration alone; material and workload also decide.
